Help Hullust mine and collect resources in Thetan.
Stage 1:
Target the derelict station in the middle of the nebula, then use your trade system to salvage the hydrogen, oxygen, and iron from the station. Use the resources to acquire schematics for a Copiae resource station and a level one Mining Base.
Stage 2:
Mine the moon, asteroids, and comet near the nebula. Bring Hullust 512 hydrogen and 160 carbon.
